FACTS AND FIGURES

August 31, 2009: In Moscow, LUKOIL President Vagit Alekperov and the General Director of Systema-Invest Viktor Khoroshavtsev signed a master agreement on cooperation. Systema-Invest is the management company of Bashneft and other companies of the Bashkirian fuel and energy complex. The document envisages, in particular, LUKOIL's supplies of oil to a group of Ufa refineries, its refining, and reciprocal supplies of petroleum and petrochemical products for export and on the domestic market in Russia.

September 1, 2009: LUKOIL completed the process of acquiring from Total 45% of the shares in the Total Raffinaderij Nederland refinery located in Holland. The block of shares, less the reserves of oil and petroleum products, amounts to $600 million.

September 4, 2009: In Ukhta (the Republic of Komi), LUKOIL President Vagit Alekperov and Head of the Republic Vladimir Torlopov took part in the start-up ceremony for the isomerization unit on the LUKOIL-Ukhtaneftepererabotka production site. The unit is intended for producing high-octane gasoline components without sulphur compounds, benzene and aromatics, enabling the Ukhta refinery to launch production of motor gasolines complying with the EURO-3 and EURO-4 environmental standards.

September 5, 2009: In Ukhta (the Republic of Komi), LUKOIL President Vagit Alekperov and Head of the Republic Vladimir Torlopov signed another protocol to the agreement on cooperation concluded between the Government of Komi and the Company. The protocol regulates the key aspects of interaction between the region and the Company.

September 7, 2009: LUKOIL finally decided on Budyonnovsk (the Stavropol Territory) as the location of the refinery to process gas supplied by the Company's Caspian fields. The refinery will become part of a $5-billion worth chemical complex.

September 8, 2009: The Board of Directors of the European Bank for Reconstruction and Development approved a loan to LUKOIL to a sum of up to €240 million. The funds will be allocated for financing an investment project of the Company's TGK-8 subsidiary to rehabilitate the Krasnodar thermal electric power plant. The total cost of this project is estimated at €333 million.

September 9, 2009: In Moscow, within the framework of the visit to Russia by President of Venezuela Hugo Chavez, the 3rd Russia-Venezuela Business Forum was held. The participants in the Forum, organized by the Russia-Venezuela Council of Entrepreneurs, included Deputy Prime Minister of the Russian Federation Igor Sechin, Minister of Energy and Oil of Venezuela and President of the National Oil and Gas Company PDVSA Rafael Ramirez Carreno and co-chairmen of the Council - LUKOIL Vice-President Andrey Kuzyaev and President of the Federation of Industrialists of Venezuela Miguel Perez Abad.

September 14, 2009: LUKOIL has assembled a floating storage unit (FSU) for the loading of shuttle tankers and transportation of oil from Yury Korchagin field in the Caspian Sea. The FSU is an oil tanker with a double bottom and double sides, a boiler room, living quarters and a helipad. The ship has a deadweight of 28 thousand tons and is 132 meters in length, 32 meters in width and 15.7 meters in depth.

September 15, 2009: LUKOIL became winner in the Filling Station of the Year rating for the fourth time running, based on Trusted Brand 2009 survey held in Russia by Reader's Digest, an international publishing house.

September 16, 2009: In Moscow, Vladimir Nekrasov, First Vice-President of LUKOIL, and Bui Ngoc Bao, General Director of the Vietnamese State Petroleum Corporation PETROLIMEX, signed a Memorandum of Understanding. Vu Huy Hoang, Minister of Industry and Trade of the Republic of Vietnam, attended the ceremony. The Memorandum, among other things, implies negotiations aimed at entering a long-term agreement under which LUKOIL will supply fuel oil starting from 2010. The proposed supply volume may reach 500 thousand tons per annum.

September 17, 2009: In Krasnaya Polyana (the Krasnodar Territory), Vagit Alekperov, LUKOIL President, and Igor Levitin, RF Minister of Transport, participated in an official ceremony of commissioning a filling station equipped with an autonomous energy supply system based on a photovoltaic power plant with the capacity of 9.6 kW.

September 18, 2009: In Sochi (the Krasnodar Territory), Vagit Alekperov, President of LUKOIL, and Valery Gayevsky, Governor of the Stavropol Territory, signed a cooperation agreement between the Company and the Territory. The document provides, among other things, for active cooperation between the parties aimed at implementing the construction of a gas and chemical complex to produce ethylene and its derivatives at a site of the Stavrolen petrochemical complex in Budyonnovsk.

October 1, 2009: In Moscow, President of LUKOIL Vagit Alekperov was awarded the Vladimir Shukhov Gold Medal. The medal was presented for his outstanding contribution to elaboration of comprehensive engineering and technical solutions in the field of oil and gas production.

October 8, 2009: In Moscow, Vagit Alekperov, President of LUKOIL, and Anatoly Chubays, General Director of ROSNANO, signed a strategic partnership agreement. Under the agreement, the parties will promote cooperation in commercializing nanotechnologies and introducing them into the oil and gas industry, including at LUKOIL Group companies.

October 12, 2009: In Prague (Czech Republic), LUKOIL's performance in the area of insurance and risk management received a high recognition of the Federation of European Risk Management Associations. In 2009, Company's activities received the highest recognition and Andrey Yelokhin, Head of Insurance Department of LUKOIL, was named Best Risk Manager of the Year.

October 15, 2009: In St. Petersburg, Anatoly Barkov, Vice-President of LUKOIL, and Nikolay Reshetov, General Director of the Russian Maritime Register of Shipping, signed a cooperation agreement between the Company and the Register. The document provides for further cooperation promotion in design and construction of LUKOIL fleet and transportation equipment.

October 15, 2009: LUKOIL has introduced new premium class motor gasolines EKTO Plus 95 and EKTO Sport 98 to the market. A multi-purpose set of additives contained in the new gasoline ensures increased engine capacity and reduced gasoline consumption. Besides, it provides for reduced engine wear and СО2 emissions.

October 19, 2009: In Yekaterinburg President of LUKOIL Vagit Alekperov and Governor of Sverdlovsk Region Eduard Rossel participated in the ceremony dedicated to commissioning of the Company's new petroleum tank farm. The new tank farm will enable LUKOIL-Permnefteprodukt to launch marketing of gasolines and EKTO-brand diesel fuel with improved environmental and performance characteristics in the Region.

October 21, 2009: In Moscow, Russian President Dmitry Medvedev met with the members of the Bureau and Board of Director of the Russian Union of Industrialists and Entrepreneurs. President of LUKOIL and Head of the RUIE's Committee for Energy Policy Vagit Alekperov also participated in the meeting.
